If you haven't already filed your return:
If you already e-filed, you'll have to wait until your return is either accepted or rejected.
If you want to prepare and file W-2s using TurboTax, then follow these steps.
If you paid wages to employees during the year, you are required to provide them with a form W-2 and file these forms with the IRS by February 1, 2024.
You can use TurboTax Self-Employed to prepare and e-file forms W-2 and 1099-NEC.
Form W-3 is not required when you e-file.

I think the instructions to create them are clear, but then how do I submit the forms to the SSA for filing?
When you click on File (my return) in TurboTax, TurboTax will electronically send your tax return to the IRS (not the Social Security Administration).
Note that you don't file a "W-2", you file your 1040 tax return.
