How can I efile when all I'm getting back is state

You can't e-file a state return by itself. 

Because of the number of fraudulent state returns submitted in the past, filing the state return by itself is only allowed once a federal return has been accepted.

If you don't need to file a federal return, just your state return, you have to print out and mail in the return to your state.
