There is no separate tax form for the recovery rebate, it is simply listed on line 30 of form 1040. There are internal program worksheets, but they will be re-created every time you delete them.  Furthermore, even if you claimed nothing for a rebate, the IRS will automatically add it for you if you qualify.

I am not eligible for recovery rebate since I do not meet the Substantial Presence test; how do i skip over this form?

Try reviewing your forms in TurboTax and deleting the Form 7202. While in your return in TurboTax:

  • In the left hand column select "Tax Tools"
  • Select "Tools"
  • Select "Delete a form"
  • Review for form 7202
  • Delete selected form then "Back"
  • Run your Federal review again.
