Home & Biz. Transmitted my Federal but can't transmit my State

Hi. I transmitted my Federal Return about 3 weeks ago and it is still being processed.

I came back to transmit my State but it won't let me.

Gives me message I have to transmit my Federal 1st.

What? I already did that.

How do I get around this?
