in most cases a part-year resident is not eligible to take credit for taxes paid to other states unless that income is taxed by both states. in addition, certain states have reciprocal agreements with other states so the income is taxed in only one state - generally the resident state. no tax credit is allowed.

Thank you for your response! Just to clarify, I lived in Illinois before moving to New York halfway through the year (which is why I'm filing part year returns for both) but I also had income from California. Illinois taxed the income from California (hence the double tax on the California income and the need to file a schedule a form CR for IL to obtain credit). However, it seems the error is more so with part-year returns that include schedule form CR being unable to e-file, as Turbotax gives me the option to print out the file and mail it in.
I didn't have an issue last year e-filing when I was a full year resident of IL and filed a schedule CR for the double taxed income in California.
