You should report the wages for Medicare and Pennsylvania in TurboTax as shown on your W-2. I would advise you to verify with your payroll department that this is accurate if you cannot reconcile the numbers. ‌One explanation is employer-paid life insurance premiums, as they reduce PA taxable income and not Medicare wages.

 

Here's some information from the PA Department of Revenue regarding how they treat Gross Compensation

 

Navigate to State Taxes>Your State Returns then click Done until Compensation Summary is available. Next, click on the pencil to verify that the amount of PA wages matches PA wages on your W-2.  Choose I need to make an adjustment to the taxable amount of this income if it doesn't match, and manually enter the correct amount.
