It depends. Answer the questions about health insurance where they appear in TurboTax. There is no longer a penalty on the Federal return for not having insurance all year.
If you had Marketplace insurance starting in April, then you would fill out the section on Form 1095-A and answer the questions.
If you live in a state such as California that still imposes a penalty for not carrying health insurance, answer the questions in TurboTax in the state return. The California return has a Health Insurance Penalty section.
