No, he would not receive a Form 1095-A.
That form is only issued to someone who received Health Care Insurance through one of the state Marketplace Exchanges or from healthcare.gov.
Your dad has his health insurance through TRICARE and is issued a Form 1095-B.
A Form 1095-B is not entered on a tax return.
