What is the "it" that says it's been issued?   Are you referring to your state tax agency's refund lookup tool?

If you chose direct deposit, your state refund will come directly from  your state tax agency to your bank account (or card.)   Or did you choose to get a check in the mail?

An ACH electronic deposit can take 2-5 days to appear in one's account depending on your bank's procedures.  If it's been delayed longer than that, be sure you entered the correct deposit information in your state return and that the bank hasn't refused the deposit.

If your state tax agency's refund tool says your refund has been sent, you would have to phone the state tax agency for any information since it comes directly from them.
