I had insurance with my current employer from Feb 2016 and on. I did NOT have insurance January 2016, as I was waiting for my 1 month probation. Do I still have to pay the penalty? What do I have to submit to be exempt?

No, as long as you were not covered for one period during the year that was longer than three months.  In Turbo Tax, indicate that you did not have coverage all year, then select the months you were covered.
