I'm 25 years old and this year I was on my parents health insurance plan through October and then moved onto my partner's health insurance plan as a dependent. Would both parties be able to claim me as a dependent on their tax return even though neither paid more than half my living expenses?

no, since neither provided more than 50% of your support. that is a critical test of claiming you as a dependent. and since it requires someone to provide more than 50% of your support, it infers that you can only be claimed on one tax return, since it's mathematically impossible for two person to claim they provided MORE THAN 50% of your support.
You'd also not qualify because your probably didn't live with them and weren't a full-time student. The ACA requirement for them to provide coverage is unrelated to the exemption.
A dependent for health insurance purposes is separate from a tax dependent. You can be a dependent on your parents' health insurance until you are 26. To be on your spouses plan you just need to pay the premium. Now to be a dependent for tax purposes there are a lot of tests including relationship, age, income, and support. They do not overlap. This means you can be a dependent for one and not the other.
