I recently upgrade my computer with new CPU/Motherboard, and the previous activated turbotax asks for activation again. I tried to input my old license code, and it gives me error:
All available activations for that code have been used. Error code: 603.
Old configuration: E3 1245v2, Z77 motherboard.
New configuration: i7 9700kf, Z390 motherboard.
What can I do to fix this?

What Windows version are you using?
The following might not help since the anecdotes where I saw it did not involve a hardware change like you described. But it's quick and easy to try before contacting TurboTax Support for a new license code.
Right-click the TurboTax icon on your Windows desktop screen and choose "Properties". Then choose the Compatibility tab. Place a checkmark in "Run this program as an administrator." Then click Apply/OK to save. Then launch TurboTax and see if you can activate and proceed.
Otherwise phone Support and tell them your situation. They will, hopefully, give you a new license code. Support hours are 5AM-5PM Pacific (8AM-8PM Eastern), Mon-Fri
