I recall this not working some years in the past but worked fine last year. There is a calculated field in the Estimated Tax Payment Options but does not seem to be carried forward from 1040 line 21 (amount applied to 2019 estimated tax).

Go back through the estimated taxes for 2019 screens and update the information to include the overpayment amount that you applied to 2019. When TurboTax prepares the vouchers, it assumes you are taking your refund, so you have to indicate that 2019's tax bill will be less than estimated during the estimated tax payments interview if you want updated vouchers.
