Gift Card Scam Victim

So like the title says, I recently got scammed by someone posing as a Homeland Security/ICE Agent (along with a "police officer" interjecting in between calls) who told me to pay $9000 bond to prevent arrest. Sadly it was paid in cash to turn into gift cards and the cards cannot be refunded due to the fact it was paid in cash and that I authorized the payment in person. I've already reported this to the police and FTC along with freezing my credit too. Can that $9000 be a deduction for my CA tax return or not? I know the federal return can't because of the Tax Jobs Cut Act.

California allows personal casualty and theft loss and disaster loss deductions. If you have personal casualty and theft loss and/or disaster loss, complete another federal Form 4684, Casualties and Thefts.
