I want to know an address, where to fedex my state tax return 2019 to Department of Revenue in Georgia state. I submitted an extension, so the deadline is October 15th. I live outside of the U.S, and I found out that I can’t send anything to P.O. Box from here. (Fedex, UPS, DHL, Japanese post office, all rejected.) I’ve tried to e-file the document via TurboTax, but I couldn’t’ because of a system error. (I think that was because my phone number was not the U.S. phone number. I saw many people had the same issue in online community.) I wanted to ask the department of revenue by email, but I couldn’t find any email address on their website. If anyone can tell me the address which accept an package(envelope) from Fedex or UPS, that helps me a lot! Thank you.

There seems to be an issue with e-filing when there is not a US phone number listed in your Intuit Online account. When you are signed into your account, click on Intuit Account in the bottom left corner. The error is not from the phone number on your tax return but rather the phone number attached to your Intuit (TurboTax) account.
Change your phone number to a US number in the Intuit Account of Turbo Tax. No need to verify this number in the Intuit Account just click exit when you are done. Then go back to your return and continue filing. Don't use a Google Voice number, a Skype number, or any other non-US or non-verifiable phone number. Again, you don't have to verify the number but the number needs to be verifiable.
You may be able to leave the phone number field blank on your Intuit account and e-file your return. No matter which option you use, make sure to update your account with your correct phone number once your return is e-filed.
There is not a street address available for mailing a Georgia tax return. The only addresses available include a PO Box.

Thank you for your reply! That’s very thoughtful. I unfortunately no longer have a U.S. phone number as I came back to my home country... besides, it seems I can no longer edit my form on TurboTax since I decided to file the form by mail. I’ll definitely try to send a message on Facebook. Thank you!!
best.

If you change your phone number using the procedure provided then you can still e-file your tax return even though you selected to mail the tax return.
See this TurboTax support FAQ for changing from mail to e-file - https://ttlc.intuit.com/community/e-file/help/how-do-i-change-from-mail-to-e-file-in-turbotax-online...
