Is there a difference between emergency FSEOG and regular FSEOG income? How do you know which one you got issued from in 2022? Do we need to file 1098T taxes on them?

No neither are taxable income to you so these are not reported on your return.
The only problem with my 1098T is that my All of my Pell Grant went towards my tuition and the FSEOG pushes Box5 just a few hundred dollars above my Box1. For Pell plus FSEOG without any other income for 2022, would I have to file this return? Thanks.
It depends.
If you received more in Grants that what was paid towards education expenses, the excess would need to be claimed as income, but you might not owe tax on that income depending on other factors, such as your filing status.
ADDITIONALLY, there are usually other education expenses which are not listed on the 1098-T such as books and supplies, even internet service if that is required for your courses. Be sure to add those extra expenses if you had them, that could cover the few hundred in Box 5 that is above Box 1.
Once you finish your return in the TurboTax program, the program will tell you if you need to file.
