Im confused why line 23 checks no when I answered yes to the questions in step by step for if the credit was claimed in previous tax years. Is this normal?

No, the American Opportunity Credit can only be claimed for four tax years. There's no limit to claiming the Lifetime Learning Credit, though.
Have you claimed the American Opportunity Credit in four previous tax years? If you have, you wouldn't be eligible to claim the credit in 2022.
However, you may be eligible for the Lifetime Learning Credit.
If you're using TurboTax Desktop, check the entry for Line 8 on the Student Information Worksheet. If it's less than 4, Form 8863, Line 23 will say No.
Thanks for the reply. Line 8 states 1 because I claimed it last year. I thought the credit can be claimed once every year of the school attendance?
