Form 8615 form showing up even though the 1099-NEC was nonemployee compensation and earned income

How come turbotax is classifying the 1099-NEC as unearned income when it was earned through work on animation design? It is asking for form 8615 additional information when that only applies to unearned income over 2,200.

on 1099 NEC form in box 1 double check to link income to sche C
