Form 8283 - I've been waiting 4 weeks to file!

Every time I try to file my return, I get the message that Form 8283 - Noncash Charitable Contributions is not available.  The date it will be available keeps changing.  Last week it was 02/06/2025, today its 2/13/2025!  What's the holdup??  Is it the IRS or Intuit that's the problem?
