From what I have read if I give a gift to a child over $15K/$30K (mother and father) it isn't taxable but I need to still report this to the IRS via Form 709. Problem is Turbo doesn't support Form 709 so for 2020 how do I include/attach this with my efile from Turbo Tax for 2020?

Form 709 has nothing to do with your personal 1040 tax return, it is a separate return. You file it manually outside of Turbo Tax.
