foreign tax carry forward did not change from last year to next year. does this seem right?

I used TT for Tax year 2021 and  now again for Tax year 2022

I had $843 of foreign taxes this year and i can see where TT put them correctly into Sch A to give me credit for them

im confused that the form 1116 shows a carry over from Tax year 2021 of $850 and then says the carry over into Tax year 2023 will again be $850

is this just coincidence that my allowable for 2022 is exactly the amt i paid (from all my 1099s) and that the carry in and carry out remain unchanged at $850?

im sure im not alone when i say the foreign tax credit logic and calculations are extremely complicated
