If you are saying you have an error code FPYMT-089 on an amended return, you likely have a payment processing error. To fix this, you can change your payment method to "Pay by Check" or "mail payment" to reset your automatic withdrawal setting. Then try to re-submit your return. If this does not help you should review your payment amount for accuracy. Make sure it does not exceed 200% of your tax liability.
If you got this code for a different reason, such as an $89 charge, it is likely you had an unexpected upgrade to TurboTax Live. You can reverse this by going to Tax Tools and then Clear & Start Over in your left side menu of TurboTax.
