What does it mean: IRS has not finalized one or more forms

It means you are trying to file a 2016 return too soon.  Turbo Tax will start taking efiles sometime in early January.  But they will just hold them all until the IRS opens Efiling on Jan 23.

What does it mean: IRS has not finalized one or more forms

First date the form 1040 is expected  be ready to file is 1/6/17 according to the charts ... watch for other forms here:
