The taxpayer can be claimed as a dependent on another return but the taxpayer is not claimed as a dependent by the other person. The taxpayer has a 1095- A and needs to submit form 8962 to rationalize his APTC. However, TurboTax does not complete form 8962 or include it in the return unless the taxpayer unchecks the box that he can be claimed as a dependent by someone else. How can the taxpayer include form 8962 with their return?

And it will not ... if you CAN be claimed as a dependent then the 1095-A belongs on the parent's return even if they will not claim you. And why are they not claiming you ?
The instructions for line 1 of form 8962 include the following definition of "Tax Family". Since the taxpayer is not included in the parent's tax family how can he report his 1095-A?
Tax family. For purposes of the PTC, your tax family consists of
the following individuals.
• You, if you file a tax return for the year and you can’t be
claimed as a dependent on someone else’s 2019 tax return.
• Your spouse if filing jointly and he or she can’t be claimed as a
dependent on someone else’s 2019 tax return.
• Your dependents whom you claim on your 2019 tax return. If
you are filing Form 1040-NR, you should include your
dependents in your tax family only if you are a U.S. national;
resident of Canada, Mexico, or South Korea; or a resident of
India who was a student or business apprentice.
Your family size equals the number of qualifying individuals in
your tax family (including yourself). See the instructions for
