In the File section of the online editions on Step 3, click on File by Mail
On the state tax return click on Change and on the next screen click on File by Mail and Save
I click on e-file for Federal only and it takes me to a section stating that I have to pay $25 for State e-file. I cannot go any further without paying

So, you are using the TurboTax desktop editions.
In the File section click on E-file
On the following screen for the state tax return, select that you do not want to e-file the state return at this time.
Continue and e-file the federal tax return.
Once the federal tax return has been e-filed, click on File again
Now select File by Mail
On the following screen for the federal tax return, select that you do not want to print and mail the the federal return at this time.
You can now complete the File section for the state return to be printed for mailing.
Yes, that is what I have done every year. This time it will not let me... I tried to send you a screen shot, but it won't let me
I logged out and back in. It is now working.
