filing for a deceased relative

I was filing for my deceased mother and checked the box that she was in fact deceased.

But now I get a letter from the IRS telling my they can process the return and I have to call

them and get instructions to file an identity verification form and send it in then get a response then call them again to do this verification.    Question is why doesn't Turbotax tell you you need this form when

you clearly check that the person is deceased?
