can i file 2019 fed and state taxes and pay later? How do you make a payment once you have filed?

You have to pay your TT fees now in order to file now, but you can e-file the tax returns and pay the tax due by the deadline of July 15, 2020
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

Thank you ! How do you get the 1040V form? And since we get a Stte refund, if we file now, pay Fed tax later, do we still get our State refund now or is it delayed until we pay Fed taxes?

Federal and state treasuries are completely separate from each other. The state does not know or care if you paid your federal tax due. if you are getting a state refund, that is not affected by your federal tax due.
Print your return after you pay and it will print out with a 1040V.
