Filing an Tax Return as a Dependent

I was required to file an tax return because I received an 1099B. The problem is that my parents already claimed me as an dependent on their tax return and provided my SSN. Turbo-Tax said that I have to go to the IR website in order to get an IPP but the IRS website said I can't sign up for an IPP through my online account. How am I supposed to file my return?

Go to MY INFO and click your name.   Go through the screens to the question that asks if you can be claimed as someone else's dependent.  Say YES to that.  Then try to re-file.
