I have been appointed Administrator of my late sister's estate, and need to file her final taxes. However, I don't have any income information for her (she should have received a 1099-R), and the processing time to receive a replacement 1099-R will have it reach me after the filing deadline (probably the first week of May).
I would like to file an extension, but I have no prior year financial records for her, and no way to estimate her 2021 taxes and/or the amount of her 2021 tax payments. Is there any kind of recommended procedure for filing?

You going to have work with the information that you have. You can file an extension on her behalf without estimating the income or payments at all, in other words all zeroes. It is not ideal, but it is better than not filing an extension.
If it turns out that tax is owed and there is a penalty for late payment, you can request a waiver, and under the circumstances, it is likely to be granted.
