Federal tax withholding

I am having issues at my work on my federal taxes being withheld, I have filled out My W-4 multiple times now. I am married and have two kids. I am putting down my kids for dependence which puts me at $4,000, I was told not to put my wife down as a dependent. With these changes on my W-4, my federal withheld taxes is still not showing up on my pay stubs, my work is saying that everything is in order but I should still have federal income tax coming out, from my previous job I had the same w-4 filled out an was having federal income tax taken out but for some reason with this new company my federal income tax is not coming out.
