Federal refund accepted but state refund rejected

Hi

When I e-file my taxes, both of them were rejected the first time because I needed an I PIN code that I didn´t have. When I found it, I filed them again but this time the federal refund was accepted but the state tax was rejected. There is no code or explanaition why this happened and I requested and extension until October 15th to fix it. The state was Wisconsin and I do not see why it was rejected. What should I do, please help me?

Try to e-file the WI state return by itself now that the federal has been e-filed and accepted.   How do I e-file my state after I already filed my federal?

If I used another system like HR block would I be able to file the state return on Turbotax?

No, you won't be able to e-file a state return unless you e-filed the federal return it was prepared from using the same TurboTax account.    The information needed for a state return is pulled from the federal return.   So, if you filed your federal elsewhere, you would only be able to file a state return BY MAIL with TurboTax.  And you would still need to re-enter all of your federal information to get an accurate state return.
