I currently have a second job which is part-time and noticed that no federal or California state withholds taxes have not been taking from my paycheck. I normally work 8 max 20 hours a month. I'm worried that I will owe taxes. My first job is full time and I make decent money and taxes are being withheld from both state and federal. Including that I am filing single.

Are they taking out Social Security and Medicare taxes? If not they might be paying you as a 1099 independent contractor instead of an employee. Better ask the emloyer. If you are an employee that will get a W2 you need to give them a new W4 form to have withholding taken out.

Either way if you are an employee or 1099 you should probably send in an estimated payment to cover the tax. Or you can have more withheld from your full time job. Although it's already December so you might not be able to take more out of your first job to cover the tax.

Your options are to have your second employer withhold all of your next pay for federal and state taxes and you can have your first employer do the same if needed. Doing that will spread the withholding over 4 quarters. Sending in estimated payments is another option but won’t spread the payments over the 4 quarters.
My second job is working at a department store so not using a 1099. But yes they are taking out Fed Med - OASI and CA SDI.
