The fax phone number is on the notice you received from the IRS concerning the From 8962.  It is not a published IRS phone number.

The IRS does not publish fax numbers. If they sent you a notice requesting that you fax the form, the notice would have had the fax number on it but no one else can get it. Fax numbers are likely tied to the local processing office that sent the notice.
