When I efiled my return 25 more pages were sent to the IRS and Illinois than what I printed out when I originally planned to mail the forms in. Why does TurboTAx send in all those extra forms including ones that say "keep for your records"?

TurboTax sends only the necessary pages, namely what you saw the first time.
If you see extra pages now , those are for your records.
The tag below your question indicates that you are using the desktop TurboTax software. If so, what's included in the PDF from TurboTax depends on the options that you selected when you saved the PDF. It does not show what was sent to the IRS or the state. If you select "All official forms required for filing" the PDF will be pretty close to what was actually e-filed, but it will still include a couple of extra TurboTax forms such as filing instructions and an Electronic Postmark Report.
Just before I was going to efile TurboTax asked if I wanted to print the forms that were being sent and what was printed was with the 25 extra pages, leading me to believe they were all being sent in.
