I need file extension for federal + NY resident, but not for NJ nonresident. I don't owe any of them, but need wait for some information to complete the files. NJ tax filing does not depend on those information. I have e-filed extension for Federal through Turbotax and got approval. I also paid the whole amount for federal + 2 states.
(1) Can I file NJ tax separately first before 4/18, and file federal and NY after 4/18? If so, how to do that? I noticed that in the last step (step 3 of File) "Let's look over your info one last time", I can choose what I want to file. Can I choose NJ before 4/18 and return to step 3 later once federal and NY are ready?
(2) If not, they need file together, how do I file NJ extension? Is any efile way?

No, unfortunately, in order to file the New Jersey return, you must file the federal tax return first (because the information on the federal tax return is transmitted with the NJ return so the ONLY way TurboTax can be sure the federal info is correct is to actually file the federal return.
The New Jersey tax extensions are automatic when you file a Federal Extension so you do not have to do anything else for now.

If I efile extension for NY directly through NY tax website, should I still attach IT370 when efiling in Turbotax during final submission?
Besides, is the procedure that I can wait for all information to complete the filing, and submit "File" to complete step 3 after 4/18?

File your New York extension directly with the Department of Taxation and Finance at “Apply for an extension of time to file an income tax return.”
You can also print Form IT-370 and mail it in.
You do not need to attach a copy of your extension when you file your NY return. If you made an extension payment, TurboTax will include the amount on Form IT-201 line 75.
