Error code 70001 on the desktop

I keep trying to go into the Desktop version of TurboTax. I started my taxes already and now it won't let me back in with the Error Code 70001. No one else has used my laptop and I am not logged in anywhere else.

Does state tax withheld as reflected in box 11 of the 1099G get reflected on it201 line 72. Irs sent me penalty letter for underpayment and it believe it is from this

I amended a return for 2022 w/ $19k take home, and had to pay $3k? This must be an error. Who can I talk to or find out more about this from?
