Trying to amend 2017 federal tax. Tax software and federal form has been loaded to PC.
I cannot open form, keep getting error 190 and must download State form. I did not use TurboTax for my state tax.

I also am having the same issue, I've tried downloading the 2017 turbotax amend three ddifferent times, first downloading my .tax2017 file. The file is sitting in my downloads, but when I open up turbo tax amend and select my .tax2017 file, it states "Your federal tax return is now on this computer. Lets get your New York state forms next. Error 190. No federal tax return file is in sight, and its so frustrating. I spent 4 hours on the phone with a tax consultant who couldn't help me.
Been a member for 15 years. The transition from Win7 to Win10 is creating havoc!!!

I want to amend a federal return but need to pay for a state return in order to access the federal return forms I need to amend? Ridiculous. Fix the bug! We are being audited by the IRS and I need this to work NOW and hardly want to pay more money if I don't need to.
tried to open a completed return & gave me error and asked me to reload all subsets, don't know what that is

The 2019 Form 1040X (the amendment Form) will not be available until February 5, 2020.
If you are being audited, I would imagine it was for a prior year which is currently available. You do not need to purchase a State to amend your federal return.
Sometimes "adding a state" is recommended as a work around to help a customer get into the Federal return but the customer is always able to "delete" that state after the return is opened back up.
Not fixing my issue. I just tried to re-open a return I was working on yesterday. Receiving this error 190 "Your federal tax return is now on this computer. Lets get your Indiana state form next.
I click on download my state form, I check the box on "Check the box next to each state to add it to your return. You won’t be charged for this" on right hand side and click "Download now", get a pop up that says "Lets download and install your states" so I click okay and a few seconds later it says "your software is up to date", but when I go to click on "continue return" I get this exact same error over and over again. What is the solution?!
Can you please confirm that you have downloaded all state forms (do not press continue), closed TurboTax, then re-opened TurboTax and opened the file that generated the initial error? I am needing to amend the 2018 1120S. I do not need the state download. How do I work around this?
(After I try and upload my 2018 1120S error 190 pops up, wants me to pay for the product I do not need, and closing out results my 2018 1120S file not being uploaded).
This error presents for when I try to "continue to tax return" as well as "amend" a tax return.

This was very frustrating, but here is what worked for me. Bottom line is that there seem to be issues installing state from within the software. While on the phone with support, I opened my email...and there was my receipt, with a download button. Closed Turbo tax, opened and ran the state exe file, opened Turbo tax, all good...and I was able to transmit, which had been my original issue. Good luck.
I have the exact same issue, and doing the support recommended steps does not resolve.
Support person I called (2/9) said it seems like a central TTax issue, many were having this... wait from update during week.
it is now 4 days later, all updates are done,,,, same thing still happens.
I am trying to download the State and give error 190
