Error 190

I purchased the TurboTax Deluxe for 2023 with Free State download.  I am receiving Error 190 when trying to work with the program and do a state return.

 

I follow the directions and select my State - California.  The program says my state is downloaded/up to date.  However, I am unable to move forward with starting a return.  

 

I followed directions about starting a new return, but still have the same issue.

    The response that you posted was found and tried.  It set up a file with only a state return.

     

    I then tried to open a file I had previously started and it did the same thing.
