I am filing Single after many years of filing jointly after my divorce. Last year we filed jointly because of timing. Received our 1099-G from the State. Do I have to declare all of the refund or only half? It came in both our names.

did you keep all the proceeds or split it with ex? we can't see your last year's return, so we can't even tell you if the refund is taxable or how much of it may be taxable.
The refund was used to pay our federal tax bill, so I would say we split it.
If you took the standard deduction on your 2018 joint return you do not have to report your state tax refund on your 2019 tax return. If you did itemize your 2018 tax return then you will report the state refund on you 2019 tax return. You can split the amount or one of you can report the refund. How you do this is a personal matter between you and your former spouse.
