When efiling from TurboTax Business, it only did one efile. Did this accomplish both Federal and State (Colorado). Also, on the step that said "something will have to be printed, signed and mailed" the document it brought up did not have anything to accomplish.

If you have efiled the state and federal tax return successfully, you may have generated an 8453.

Are you saying that you were unable to print out either an 8453 or a tax return?

The 8453-PE was attached digitally via pdf. Did the single event file both state and federal?
