Below is a post from TurboTaxMIchelleT for your answer. If you are unable to e-file without the driver's license, you will have to file the return by mail. For most states, your return can be e-filed and will process without your driver's license number. Hope it helps:

Efile for deceased spouse?
Spouse passed 7/24/19. Option to in driver's license for deceased spouse did not come up. Return is being rejected for incorrect AGI for 2018. AGI is correct for 2018. It does not give me an option to put in Pin # for deceased spouse. Error code is IND-031-04 Have tried to reenter 2018 AGI twice but still rejecting. DO WE need to mail in return instead of electronically file return?

The AGI (adjusted gross income) may have been changed by IRS. For prior year joint returns, the AGI is the same for both spouses.
To retrieve your original AGI from your previous year's tax return you may do one of the following:
- Use the IRS Get Transcript Online tool to immediately view the Prior Year AGI. ...
- Contact the IRS toll free at 1-800-829-1040.
The last option of course is to mail in the tax return.
