My son is currently attending college pursuing an engineering degree. In 2020 his school started doing classes online because of COVID-19. Because of this he had to buy laptop to access the classes. Can he claim the cost of the laptop as an education expense? 

Also, his professors are requiring that he complete certain projects which requires that my son buy supplies materials to complete the assignments. Can these materials and supplies needed to complete the projects be claimed as educations expenses?

The IRS instructions are these:

For purposes of the American opportunity credit, qualified education expenses are tuition and certain related expen- ses required for enrollment or attendance at an eligible educational institution.

The computer and other expenses you described fit those requirements.
