Earned Property Tax Credit

I have wages in Box 1 of Form W-2 (federally taxable), but Box 16 (state wages) is blank because the wages represent a property tax credit that was earned by participating in the Massachusetts Senior Work-Off Program. These wages are NOT considered income for state tax reporting purposes. The problem is that Turbo Tax is treating them as taxable on my Massachusetts return, even though I tried putting zero in Box 16. Can you tell me how to handle this income so that my state return will properly exclude this from taxable income? Thank you.
