I was not able to e-file my return in 2022. I used the deluxe version and was self-employed. After hours of work, I had to print out the return and mail.
I do not want to go through this again. Can you tell me if I can do e-file for both the Federal and California return in 2023? Thank you.

Not sure what happened to your return last year or why you could not e-file. The fee is the same with online TurboTax whether you e-file or mail it in an envelope. If your return was rejected for AGI you could have tried using zero as your AGI. If it was rejected for some other reason, some rejections are "fixable" and some are not.
Certainly e-filing is available with TurboTax for 2022 returns when the IRS opens for e-fling in late January of 2023. We cannot predict whether you personally will have a problem.
And as for the article you provided a link to, I think you are misinterpreting what it says. It does not say you cannot e-file using TurboTax for 2022. It says that TurboTax is no longer participating in the IRS Free File program. That is actually not new--TurboTax did not participate in the Free File program for 2021 either.
You can still try e-filing with the Free Edition of TurboTax if you have a VERY simple return, or you can e-file with any paid version.
If you want to use the IRS Free File program you have to wait until it opens later in January and access it from the IRS site:
