e-file rejection

I have always used paper filing for the past 10 years. This is the first time I decided to use e-file.

So I e-filed my tax return with the 2019 AGI (pull directly from the IRS account transcript), and entered a self-select PIN. After 30 minutes, I received the following error message:

     IND-031-04: The primary taxpayer's AGI or Self-select PIN from last year does not match IRS records

 

So I called TurboTax support. They asked me to put "0" in the 2019 AGI. And it worked!  I am really puzzled that IRS rejected a correct 2019 AGI, and accepted a AGI with "0"? Is it because their system considered all paper filed returns as not existed, and treated me like I am a new filer (by using e-file)?

    This Turbo Tax FAQ will provide information on what to put for your AGI if you didn't file last year or don't have the correct AGI. Incorrect or no AGI

    The problem is: I did paper-file last year (2019). For the e-file for 2020 (first time doing e-file), I entered the correct AGI (2019) by getting the AGI from IRS transcript. The e-file was rejected. However, Turbotax representative asked me to try again by using "0" for AGI. And IRS accepted by e-file return!  That does not seem to make sense!
