Does TurboTax still offer Direct Debit as a payment option for e-filing on Federal return? I am filing from outside the US, and am not presented with this payment option.

Direct Debit of federal taxes owed would be available in the File section of the program on Step 2.  Payment of federal taxes owed can only be direct debited using a US bank account with a bank located in the US.

I am not offered the Direct Debit option at step 2 of File phase. Only "Pay with Credit Card" and "Pay with Federal Refund" are offered.

You are still in Step 1 of the File section and are Only being asked how you want to pay the TurboTax account fees, not any taxes owed.
