It definitely does not on my Windows 10 Home. With TT2019, I had some luck running the program as if it was on Windows 8 (an MS not TT option). But that didn't work with 2018. I need to amend my 2018 asap and I'm just screwed now, can't do it. In certain menu items in TT2018, the program instantly closes up when I select them. Yes, I have uninstalled and reinstalled, updated manually or not at all, etc. Hour and a half with TT help. Every option, no go.

I have TurboTax software for each tax year from 2009 through 2019 running on my Windows 10 Home, Version 10.0.18362 Build 18362 with no issues whatsoever.
If you are having trouble with the 2018 or 2019 TurboTax software running on your Windows 10 PC, then try this -
Right click on the TurboTax icon for the year in question.
Click on Properties
Click on the Compatibility tab
Click on Run this program as an administrator
Click on Apply and then OK
Start the TurboTax program and see if the problems persist
