Does Turbo Tax send your payment if they have charged your credit card for Federal Tax but electronic filing was rejected?

No, but TurboTax doesn't charge to make the correction and resubmit.  However, if when you went back to your return you had to add additional forms or upgraded to a different version there might be a price increase.
