Does turbo tax automatically mail off your state return because it's been 21 days since I filed and it just says ready to mail and mailed on January 29th.

No, TurboTax does not print and mail returns on your behalf.  If you selected to file by mail it is your responsibility to print, sign, and mail the tax return.  

You can still go back through the return and choose to file it electronically unless there was a specific reason it needs to be mailed.
