No.  TurboTax does not support IRS Form 709

No. The IRS Form 709 - Gift Tax Return does not impose a tax per-se. It's merely a reporting requirement. It has to be physically signed and mailed to the IRS. Additionally, in most cases it does not get mailed to the same address as a tax return.
